Where is the legal effect of the Chemical weapons convention in our global?


The Chemical Weapons Convention has been known as the Convention on prohibition production, development, Stockpiling and Use of Chemical Weapons and on their destruction. This convention was drafted in 1992 and signed in 1993 by 165 signatories. In 1997 it came into effect, and it has had 188 parties since 2012. However there are six countries that neither acceded nor signed this convention such as Angola, Egypt, North Korea, Somalia, South Sudan , Syrian ,and two states Burma , Israel that have not yet ratified this Convention . So there must be a problem for those that have not yet acceded this convention, and their civilians must be the victims of the use of Chemical weapons. This convention has no legal effect at all to impose sanctions on those non-parties states, thus the military intervention is the best way to against to the use of chemical weapons.
By the way being a non-party of CWC, Syria has been accused of producing and using so far from its neighboring countries Israel. The Syrian government which is leading by President Bashar al-Assad has used many kind of Chemical weapons to against its civilians since the civil war of this country started by government forces and rebellious forces that have been being supported by the west countries. To respond to the illegally using of chemical weapons of Syrian government, Mr. President of U.S Barack Obama has warned the Syrian government that there will be a military intervention in this countries if the use of chemical weapons is ongoing. Actually this ongoing war has killed about 80,000 of Syrian people includes rebels, Civilians and government forces.
I assume that the Alasad government might not be afraid of the U.S warning and military intervention will not be easily taken to against this activities since there have been China and Russia staying behind Assad government. The military intervention should be taken since starting of this civil war because it is not only considered as a civil war but also called Crimes against humanity or aggression. Unless the Dictator government was removed from this country, the Syrian people would be happy to get out from suffering and welcome for a new peace, prosperity as well as stability in their country.
